This CTP relates to a running out of funds to the PB in the city of Fortaleza in 2006.The problem is reported as a learning period, in which the population was consulted about their demands, however, no budgetary limit was set for this to occur. The result was a generalized crisis and discredited process.
Fortaleza deployed Children and Adolescent PB in 2005 during the first year of a participatory budgeting experience: " (…)The liveliness of this space is amazing. It just needs to expand to all schools. The magic, the political sense, the achievements..."
This CTP refers to the change of Fortaleza PB´s main actor, the PB coordinator. The role of the coordinator is fundamental to the engagement of the PB participants and team. The PB coordinator holds a position of trust and the successful candidate is indicated by the city mayor.
The PB Fortaleza was implemented in 2005, when a mayor affiliated with the Workers Party was elected for the municipal government. When a new mayor affiliated with Democratic Labor Party was elected, this changed popular participation in Fortaleza.
The city hall believes that the culture of budget demands are not adequate and that the population must understand the planning, a previous step of the budget. This CTP refers to a change of vision about social participation in municipal decisions and an attempt to change the local culture in this regard.
This CTP concerns the creation in 2014 of the Digital Multi-Annual Plan (Digital MAP) designed to conduct regional formative meetings through preparatory meetings. It is an experimentation with ICT tools to consult with the public about city planning.
